    There are no taxis. I am presently in Tagbilaran, and just took a tour of the sights yesterday. Best to take a package tour. Otherwise, your friend can hire a car, at P2,500 per day. Maybe your friend can inquire from a car-hire driver for a special discounted fare if the destination is only Chocolate Hills. Contact my driver Bebot Telmo, telephone number 09217424188

    Add: I just came from another tour with the driver I mentioned. He corrected me and said there are a few taxis, but they will negotiate the fare because they can’t take a passenger going back, Chocolate Hills in Carmen is 54 kms away from Tagbilaran. So the fixed fare will be P1,800, and some will insist on P2,000. That is why it is better to hire the car for the whole day and cover all the sights, for P2,500 (no guide, and all entrance fees are yours).

    yes, as the previous answer says, your friend could hire a car

    also he could hire a small motorcycle for about 800 pesos

    or take a tricycle, he could negotiate a fare with the driver

    or go there by jeepney, but that could be a very slow trip

    p.s. there are taxis in tagbilaran, not many, but some. i caught 2 taxis in tagbilaran last october
